It seems Sony changed way files loaded. I have seen working same earlier but now stopped. It do show that local mapped file for url , but still system downloads from internet.
Yes, first you need internet in order to get the game url for download, but after you downloaded the file, you don't need Internet anymore and you could use it without Internet.
